Update 4/29/22: The panhandling here has become a huge problem, and the managers allow it. I was also just told today, no more tap water for free. Was discussing with the checkout guy how messed up it is to sit at a restaurant with a $16 bill and not get complementary water, he forgot to give me a receipt. Your meal is supposed to be free, says the sign. He refused and said he gave it to me and I lost it. I insisted, got told they will prove it on the cameras. I often make a stop here after shopping at one of the stores within the East Bay Bridge shopping area. The food is tasty and sometimes when you are trying to make up your mind the serving staff will offer you a nibble of one of the entrees. I appreciate the different sizes, from bowls to platters for different appetites. There is a nice sized seating area for those who wish to dine in. And the staff that I’ve encountered have been helpful and attentive.
I had some concerns about the freshness of the noodles, as they appeared to be old and possibly reused. However, I really enjoyed the tenderness of the black Angus beef, even though there wasn't much of it—just about half a cup. On the other hand, the green bean chicken dish was fantastic, featuring fresh green beans and a juicy chicken breast. Overall, I really loved the meal.

The food is consistently good and the portions generous. The counter workers are helpful. The only downside is some of the rough people that hang in the parking lot and on the corner, especially when it's slow and there aren't a lot of others around. When I'm alone, I feel somewhat vulnerable. I guess that's why Panda doesn't stay open later.
This place is always bustling with activity, and the food is fantastic, just like at every other location. The staff is friendly and quick to serve.
The honey walnut shrimp was fresh and not overcooked. Overall, the food was fresh, and the service was good.
