A friend and I walked here one cold, wet and windy morning, taking her dog for a walk along the esplanade and pier and then inside the Waterloo Tea cafe for brunch. Greeted by a very friendly member of staff, we placed our order and found a table. We both chose the poached eggs on sourdough with spinach and hollandaise sauce. My friend had an Americano with hot milk, I chose the hibiscus tea as it’s my favourite. The bill came to £19, which is a little on the pricey side, but our whole experience was good and positive so i didn’t begrudge paying. We look forward to returning soon.

Been several times now and they just cant seem to get it right....the location is fantastic for this type of venue but the dining area is a bit claustrophobic and the great view is really only from the outside seats.....menu is not bad as is the food but the staff are not the best communicators which I put down to bad management....probably my last visit here, when its sunny I will sit on the pier and get something from Nicolas or the place next door..........

Great spot however not so great service. Staff were unsociable when serving and when me and friends tried to sit upstairs a member of staff shouted at us to inform us upstairs was closed. This made me and my friends feel rather embarrassed in-front of other customers. The only benefit was my ice cream.

Enjoyed a meal of muffin and sausage, scone and clotted cream, coffee, etc. A bright and clean cafe with seating upstairs and outside. Prices were fine and they had a wide selection of home baking. Staff were friendly and the food was brought to our table. Book a table now

Had breakfast here both days on our trip to Penarth. Tasty sausage or bacon roll that they can heat up and also nice coffees. We had the Bakewell tart and Victoria sponge too. Would recommend, lovely views. Staff all very friendly and good ambiance.

The cafe is clean and fresh-looking, helpful efficient staff and we had very good coffee and pastries. The atmosphere was pleasant and it was lovely to sit overlooking the pier and seafront. Definitely going again.

Went here for afternoon cake and tea. last week. Very average food. For some reason all hot drings are now £3 sounds a rip off. I suggest you give this place a wide berth. Will not come here again.
